Legacy Scaler® is a leadership development and workforce development firm dedicated to helping organizations develop confident leaders, stronger teams, and meaningful learning experiences that create lasting organizational impact.
Founded by educator, program director, and leadership development professional Jasmin Haley, our work is grounded in more than two decades of experience spanning healthcare, public health, higher education, workforce development, curriculum design, and organizational leadership. From rebuilding academic programs and developing faculty to designing enterprise learning experiences and facilitating leadership development, we understand the challenges organizations face because we've lived them.
Our approach combines evidence-based leadership development, adult learning principles, communication science, and practical implementation strategies to help organizations improve collaboration, strengthen team performance, navigate change, and develop leaders at every level—not just those with formal titles.
Whether we are facilitating executive workshops, designing workforce development programs, creating custom curricula, or helping organizations strengthen communication and culture, our focus remains the same: equipping people with practical tools that improve performance while honoring the humanity of the workplace.

With more than 24 years of experience spanning clinical practice, public health, higher education, and workforce development, Jasmin brings a unique perspective that bridges leadership theory with practical application.
Jasmin's leadership journey was not shaped by titles alone. It was forged through navigating complex organizational challenges, rebuilding teams, designing curricula, leading academic programs, and learning firsthand what it takes to create psychologically safe, high-performing workplace cultures. Those experiences now shape the way she partners with organizations to strengthen leadership capacity, improve communication, facilitate difficult conversations, and develop learning strategies that create sustainable impact.
